March 22, 2010 (Albany, NY) -- Joseph J. O'Hara, a local resident who has worked for the past 25-years as a financial consultant to state-level child welfare agencies and local school districts, announced today that he was in the process of forming a new entity, The Edjudicate Center, that would be devoted to providing support services and technical assistance to the parents of children with special needs. In making the announcement, O'Hara indicated that the primary focus of the new entity would be to ensure that those children receive all of the educational services and medical services to which they are entitled.

"Over the course of the past few years, I have become increasingly concerned about the fact that the parents of children with special needs are not aware of - nor adequately informed about - all of their rights and the rights of their children", O'Hara said. "In part, this is due to the multitude and complexity of the applicable federal and state statutes and regulations - and in part this is due to the fact that the attendant problems only affect a small percentage of the population".

"When parents first learn that their children have special needs, they are immediately confronted with multiple problems that all have to be solved at once", O'Hara continued. "In addition to determining exactly what physical and/or mental problems their children have and what services and treatments they will need, these parents also have to figure out how they will pay for their children's needed care for an extended period of time".

"Although there are numerous entities that can provide some assistance to these parents, there is no central location where all of their informational needs can be met", O'Hara noted. "That is exactly what The Edjudicate Center will provide for these parents".

"Over the course of the past ten years, I have become increasingly aware of the lack of information - and, worse yet, the mis-information - that the parents of children with special needs have to deal with on a daily basis", O'Hara said. "Oftentimes, this means that these parents will be making critically-important - and sometimes life-changing - decisions without knowing everything they need to know. "One of the biggest areas where better information is needed has to do with the options that exist for paying for the care that these children require", O'Hara added. "As a result, this is one of the first areas on which the Center will focus".

O'Hara indicated that in addition to overseeing The Edjudicate Center's day-to-day operations, he will continue to consult with other entities. "I want to share the expertise that I've developed over the course of the past 25 years", he said. "And I want to do everything that I can to ensure that every special needs child is provided with all of the assistance and support to which they are entitled", he concluded.
